High mortgage rates for much of the year, record or near‑record home prices and a persistent shortage of affordable listings kept many would‑be buyers on the sidelines. At the same time, “rate‑locked” owners with ultra‑low pandemic‑era mortgages proved reluctant to sell, constraining turnover and reinforcing the sales slump.

- Although mortgage rates will recede from the highs buyers endured in recent years, the days of 3.0-4.0% mortgage rates are unlikely to return. Appraisers are unlikely to enjoy the surge in demand driven by record-low interest rates in 2020 and 2021 over the next five years.
